What the IRS Fresh Start Program Actually Is
The IRS Fresh Start Program is an official IRS initiative — not a marketing term — that expanded access to legitimate debt relief options for qualifying individual and business taxpayers carrying back taxes they genuinely cannot pay in full.

Streamlined Installment Agreement

Penalty Abatement

Tax Lien Withdrawal & Relief
Fresh Start raised the threshold at which the IRS files a Notice of Federal Tax Lien and created new procedures for lien withdrawal — including for taxpayers who enter Direct Debit Installment Agreements. Lien withdrawal is not automatic and requires specific qualifying conditions.
Currently Not Collectible (CNC)
